The Urban Development Plan (PDU) is the instrument for regulation of regimes and uses of the metropolitan territory of Barcelona that substitutes the General Metropolitan plan, in force since 1976. This instrument will facilitate the necessary urbanistic conditions to answer the new needs and challenges of the current metropolitan reality, such as growing social diversity, with an aging population that is simultaneously more informed and demanding, the emergence of new technologies and its implications at social and economic levels, tourism and globalization, new forms of labor, the lack of affordable housing and environmental challenges such as climate change and air quality.

The PDU represents an opportunity to foster the principles and values of a society that aspires to enjoy a healthy, democratic, equitable, socially just, sustainable and resilient metropolitan area. The functioning of this system is explained through 6 thematic areas, which are interrelated among each other: green infrastructure, climate change, socioeconomic development, social cohesion and housing, mobility and transport infrastructures and metropolitan governance.
